Jonathan McGraw
Jonathan McGraw serves as the Founder and President of the Tennessee Organized Retail Crime Alliance, where he provides strategic leadership in addressing the growing threat of organized retail crime across the state. Jonathan and his team have built strong partnerships between retail investigators, law enforcement agencies, prosecutors, business owners, and public officials, creating a unified network for sharing intelligence and coordinating efforts across jurisdictions to drive impactful enforcement and hold organized retail crime groups accountable. Notably, he has played a direct and leading role in securing meaningful changes to Tennessee’s organized retail crime laws, working closely with legislators and key stakeholders across the state.
Jonathan McGraw’s leadership is defined by a comprehensive approach that includes advancing public awareness, advocating for effective legislative and policy initiatives, and developing specialized training and resource frameworks for industry and law enforcement partners. Grounded in a strong commitment to Tennessee’s safety and economic well-being, and rooted in his lifelong ties to Memphis, he has established the Alliance as the premier organization and central resource for coordinated action against organized retail crime in Tennessee. His ongoing efforts reflect a steadfast dedication to safeguarding businesses, protecting retail employees, and strengthening communities across the state.

Matthew Lawson
With 18 years of dedicated law enforcement experience, Matt has excelled as a captain detective specializing in combating organized retail crime. Skilled in complex investigations and strategic planning, he consistently stays ahead of criminals to protect businesses and communities. As a leader, Matt fosters collaboration between law enforcement and retail partners, developing prevention initiatives to safeguard against evolving criminal enterprises.
Amy Spiehs-Hicks is an Organized Retail Crime (ORC) Manager for CVS Health covering six states in the South East. Amy has over 32 years of Loss Prevention Experience in both Internal and External Investigations in all areas of retail Loss Prevention. Amy holds an Associate's Degree in Criminal Justice. She is a nationally Certified Forensic Interviewer (CFI) and holds her professional Loss Prevention Certification (LPC). Amy’s duties at CVS Health require her to conduct complex, multi-jurisdictional Fraud & ORC Investigations. Amy is a currently a board member of Florida Law Enforcement Property Recovery Unit association and serves in an advisory capacity on the Collation of Law Enforcement and Retail (CLEAR). Additionally, Amy is a member of the North Carolina ORC Task force with fellow retailers, local, state, and federal law enforcement agencies.

Amy Spiehs- Hicks
Heather Rawlings began her career in retail in 2008 with Macy's in Orlando where she developed a strong foundation in loss prevention and asset protection. She later spent eight years with Lowe's, expanding her experience in retail operations and investigative work.
In 2024, Rawlings joined Nordstrom as an Organized Retail Crime Investigator, supporting investigations across the East Coast and collaborating with store teams and law enforcement partners to build cases on ORC offenders.
Rawlings currently serves as an ORC investigator for lululemon, supporting the Southeast Region where she continues to focus on impactful investigations and collaborative efforts that drive meaningful case outcomes, while advocating for improvements to state statues and prosecution standards to increase punishment for repeat and organized offenders.
